about
Cap the debt UK is an independent, grassroots campaign dedicated to bringing fairness, transparency, and common-sense regulation to the UK’s secondary debt market. Our single focus is making the system better for ordinary people.
Driven by Experience
Our movement was founded by a UK citizen who experienced firsthand the immense pressure of dealing with aggressive debt collection agencies. Going through that process exposed a deeply troubling reality: the current system allows private firms to wield an unfair amount of power, actively preying on individuals who may not be aware of their rights or have the resources to fight back.
What bothers us most is how these agencies exploit the legal system itself, using the threat of court action as a tool for aggressive profiteering rather than a resolution of last resort. We quickly realized that the problem isn't just how these agencies communicate; it is how the law allows them to operate behind closed doors.
100% Independent & Non-Profit
To maintain absolute integrity, Cap the debt UK is 100% independent and strictly non-profit. We are not funded by any banks, financial institutions, or political parties. Furthermore, we are not looking for donations or any form of financial support. Our only goal is to reach people and build a community to rally behind this cause. If you want to help, the most powerful thing you can do is spread the news, share our content, and start conversations about this issue with the people around you.

A Constructive Path to Fairness
We aren't here to argue that debts shouldn't be resolved. Instead, we are here to propose a reasonable, balanced solution to a hidden industry practice. Right now, private agencies buy defaulted accounts from banks and utility companies for a fraction of their value (often just pennies on the pound) and then use the courts to demand the full original amount from the consumer.
We believe there is a fairer way forward for everyone. We are campaigning for a simple, two-pronged update to UK consumer law:
-
Mandatory Price Disclosure: Debt buyers must clearly state exactly how much they paid to purchase your account on every collection notice they send.
-
A Common-Sense Cap: Total recovery must be legally capped at no more than one-and-a-half times that actual purchase cost.
How this works in practice: Let's say someone falls behind on a small £100 loan. A private debt buyer comes in and purchases that account from the bank for just £10. Under our proposed law, the maximum amount that agency could ever legally recover from the consumer would be capped at £15 (the £10 purchase cost plus a fair 50% profit margin of £5).
By working alongside consumer advocates, legal experts, and everyday citizens, Cap the debt UK aims to engage constructively with lawmakers to introduce these protections. Together, we can replace hidden corporate exploitation with clear transparency, protecting vulnerable families and restoring balance to the financial system.
Our Campaign Roadmap
Changing UK consumer law requires a strategic, phased approach. Here is our step-by-step plan to take Cap the debt UK from a grassroots movement all the way to the floor of Parliament.
Phase 1: Educate & Build Awareness
Expose the "pennies on the pound" secondary debt market through educational videos and content. Turn quiet frustration into an informed community of consumers who know their rights.
Phase 2: Initial MP Mobilisation
Launch our free letter template. Mobilise early supporters to write to their local MPs, demanding they challenge the Treasury and the FCA over predatory corporate profit margins.
Phase 3: Launch the Official Petition
Launch the official UK Government Petition once the community grows: "Introduce a statutory cap on debt buyers, limiting total recovery to 150% of the purchase price, and mandate full disclosure of the purchase price to the debtor." (10,000 signatures forces a Government response).
Phase 4: Nationwide Push
Rally our entire supporter base to target MPs across all political parties simultaneously. Flood parliamentary inboxes to demand public backing for the petition’s goals.
Phase 5: The Ultimate Goal
Hit 100,000 signatures to force a full debate on the floor of the House of Commons. Force lawmakers to vote on common-sense regulations to protect vulnerable UK households.
